Previously OBC Chapter 34 was very restrictive relative to structural alterations and renovations to existing buildings and frequently required the entire building to be upgraded to meet the full seismic requirements of the code.  This requirement in most cases was impractical and therefore the code was often ignored.  That resulted in many buildings having less wind and seismic resistance after the alterations or renovations.  The revised OBC 2011 Chapter 34 has incorporated some structural provisions from the ICC’s International Existing Building Code. This gives Architects, Engineers and Building Officials an effective way to practically apply the code for these projects. 

The learning objectives of this presentation are to:

•       Understand key structural provisions of the 2011 OBC for existing buildings.

•       Recognize issues with existing buildings that are sometimes overlooked.

•       Avoid creating new structural issues with existing buildings.

•       Be aware of the toolkit of structural codes/standards now available to designers working with existing buildings in Ohio.

Speaker bio:
Steven E. Schaefer, P.E. is the founder and chairman of Steven Schaefer Associates, Inc. The firm was ranked in 2011 by Structural Engineering and Design magazine as the 16th largest structural engineering firm in the country. Mr. Schaefer has previously made presentations on structural construction issues to AIA and OBOA annual conferences. He was named in 2007 as a Distinguished Alumnus of the University of Cincinnati, College of Engineering and has served as a volunteer adjunct lecturer for over 15 years at the University. He previously taught structural design courses in the Architectural Department of Miami University.

Marshall P. Carman, S.E., P.E. is a Senior Project Engineer at Steven Schaefer Associates.  He currently serves as the Building Code Committee Chair for the Structural Engineer’s Association of Ohio (SEAoO), as well as a member of the NCSEA seismic code application committee, Building Seismic Safety Council’s Code Resource Support Committee, and the ASCE 41 Benchmark Building’s subcommittee.  As a representative of SEAoO, Marshall wrote the code change proposal to incorporate some of the structural provisions of the IEBC into the Chapter 34 of the OBC.  Marshall has made presentations on structural code requirements to OBOA, SEAoO, and AIA Ohio.  Marshall is a registered S.E. in California, Oregon, and Nebraska, and a registered P.E. in Ohio, and Kentucky.
